Watery formula

I had a really tough time getting this formula to work with me - it took 5 coats to be fully opaque on a swatch stick and the shimmer it's supposed to have was missing. Eventually, I tried it over a black creme and got the look I expected (included image). The plum purple is less obvious when done over black. I think this one is going to be something I have to use layered with other things, as it refuses to behave as desired.
